2018 was the final year of Micro Enterprise Development Programme (MEDEP) phase IV. MEDEP’s program activities for the year were focused around the implementation of its exit strategy. MEDEP basically provided technical assistance and facilitation support to institutionalized Micro Enterprise Development (MED) model into Micro Entrepreneur Development for poverty alleviation (MEDPA).

The project was officially closed on 31 July 2018 by closing down all the eight Area Program Support Offices (APSO) across the country and a National Program Support Office (NPSO) in Kathmandu. However, a small team was functional until the end of October 2018 to continue completing the remaining activities- mostly the handover of assets to the government. The major highlights of the MEDEP progress for 2018 is summarized below;

Facilitated to provide Policy support at Federal and Provincial level:

  1. Revised MEDPA Operational Guidelines with the 3rd amendment as per federal governance system.
  2. Developed and approved by MoICS Standard Operating Procedure to implement of MEDPA at a local level.
  3. MEDPA Five Year Strategy Plan II has been developed and in the approval process.
  4. Developed Provincial MEDPA Strategy Plan in three Provinces namely Province # 3, Karnali and Sudurpaschim. The Draft Plans are yet to be approved at the provincial level.
  5. Significant budget allocated for MEDPA in the current FY 2018/19 with amount Rs 1.09 billion.
  6. MEDEP facilitated to restructure the Micro Entrepreneur’s’ Associations (MEAs) as per federal structure and NMEFEN- the apex body of MEAs decided to form them as its chapter. Subsequently, seven Provincial MEAs were formed with ad-hoc committee.

Institutionalization of MED model at Provincial and Local Governments:

  1. Provided MED Model orientation to 96 Local Governments during 2018 out of a total 746 LGs oriented for MED model institutionalization after the federalism. As a result, a significant amount of budget was allocated by LGs for MED.
  2. Developed 65 demonstration LGs for MEDPA institutionalization. Formed 65 Enterprise Development Committee; established 22 Enterprise Development Fund, Industry Development Section/Unit, developed 65 Enterprise Development Plan.
  3. The Project provided hardware support- 65 computers with printers set to 65 Demo LGs for GESI MIS institutionalization at a local level.
  4. Additional 91 number of Enterprise Development Plan other than demo LGs.
  5. Organized exposure visit of MED to a provincial government
  6. Orientation on MED model to 7 provincial government including the chief minister, ministers, secretaries, and other MEDPA related official and stakeholders.
  7. Provided 7 set of computers to provincial MoITEF for GESI MIS institutionalization.
  8. Completed the MEDEP Exit with National Level Conference and dissemination of lesson learned.

Micro-Entrepreneurs Creation and Graduation of MEs.

  1. A total of 10,674 new micro entrepreneur (MEs) were created during Jan to July 2018 by both MEDEP and MEDPA (annex 1).
  2. A total of 9,660 MEs had received graduation support from both MEDEP and MEDPA (annex 2)
  3. Transaction update of 44,656 MEs that were created under third phase were carried out and following results were obtained.
  • Move out of poverty in 2016 is 40.4% and Move out of poverty in 2017 is 27.8%
  • Graduated MEs in 2016 is 27.9% and Graduated MEs in 2017 is 1.3%
  • Resilient MEs in 2016 21.67% and Resilient MEs in 2017 5.2%
  • Positive Income change in 2016 is 20.3% and Positive Income change in 2017 is 20.5%
  • In terms of moving up, 547 (1.2%) MEs upgraded to SME out of 44,657.

Capacity Development:

  1. Capacity Development training (particularly the ToT on GESI MIS and Results based Monitoring and Evaluation) were conducted in Hetauda and Dhulikhel for 48 MEDPA officials to use GESI MIS system and RM&E. Participants in the trainings were IT officers from Province, Enterprise Development officer (EDO) of Department of Cottage and Small Industry (DCSI) and Cottage and Small Industry Development Board (CSIDB), under the Ministry of Industry, Commerce and Supplies. However, under the restructured situation, both of these Departmental level organizations do not exist. The DCSI has been merged into Department of Industry, while the CSIDB is restructured into Cottage and Small Industries Development Promotion Centre.
